14 February 2016 - Plaisters Lane Planning Applications

At the W&PBC Planning Meeting on Thursday 11 February attended by Mike Blee, Chairman of the SP Society plus many other villagers and members of the Society, the following two applications were considered.
1. WP/15/00081/FUL LAND TO SOUTH OF MORLANDS Erect 3 dwellings with associated parking and landscaping (North Site)
2. WP/15/00088/FUL LAND OFF PLAISTERS LANE Erect 9 dwellings (4 affordable) with associated parking and landscaping (South Site)
In both cases planning permission was refused.
It was considered that the proposed developments would be located outside the defined development boundary as set out in the adopted West Dorset, Weymouth & Portland Local Plan and would also lie within a designated Area of Outstanding Natural Beauty (AONB). They would as a result involve an unacceptable and adverse visual impact when seen from the wider AONB and the existing village. The benefits arising from the development do not outweigh these adverse visual impacts.
An additional reason in each case related to the provision of affordable housing.
Under Application 1 there was no Section 106 Agreement in place as regards affordable housing, contrary to Policy HOUS1 of the adopted WD, W&PBC Local Plan.
Under Application 2 the proposed affordable housing element of the proposed development appeared unduly cramped in appearance and as such would be contrary to Policy ENV10 and ENV12 of the adopted WD, W&PBC Local Plan.
